The international conference "Digital Technologies and Science Diplomacy" has started in Samara
On November 26, 2020 the conference "Digital Technologies and Science Diplomacy" has started in Samara. In its frames novice specialists together with the experts in the field of politics, international relations, information technology and journalism discuss the use of digital technologies in the processes of science and public diplomacy.
The key topic of the conference is "fake" information - a phenomenon that has become widespread in the information space in recent years. For two days the participants will analyze fake reality, examine its influence on people and society, and work on developing approaches to counteract fake information.
The conference was opened by Farit Mukhametshin, deputy chairman of the Federation Council Committee on International Affairs, senator from the Samara region. "Our region is among the leaders in introducing digital platforms in various spheres of life: that is digitalization of the social environment of society - education, medicine, urban management, high-tech projects in various areas of industry and the national economy in general, as well as the interaction of citizens with state authorities, that allows to make these processes more efficient and convenient", - the senator said. Farit Mukhametshin, who represents the executive branch of the Samara region government in the Federation Council, told in detail about the implementation of the regional components of the "Digital Economy" national program. In accordance with the Decree of the President of the Russian Federation dated July 21, 2020 "On the national development goals of the Russian Federation for the period until 2030", in October 2020, the Russian Government approved a new program "Digital Economy", in the development of which the Council for Digital Economy Development under the Federation Council was actively involved. According to the senator, the main task of the program is to stimulate the emergence of digital services that would make the life of citizens more convenient and raise it to a qualitatively new level. This also applies to business: it is necessary to reduce costs for business, stimulate competition and provide access to new markets.
Konstantin Presnyakov, the head of ITC Department, welcomed the participants on behalf of the Samara region government and noted the high penetration of digital technologies in the lives of the region's residents. "The pace of implementation of the national project "Digital Economy", providing socially important institutions with the Internet, development of electronic public services poses many challenges to our region in terms of information security, including counteraction to fake information. It is obvious that the situation requires a solution. We are talking about thinking up a system of counteraction - an antidote that would help society and the state. So today the task of the state and diplomats is to create a system of counteraction to such threats, both at the legislative level and in practice," he said.
Vice-Governor - Head of the Administration of the Samara region Governor Vladimir Terentyev in his video message emphasized that there is a strong tendency to use of fake information as a tool to influence person, business, state. As an example he cited the downgrading in the information space of the role of the USSR in the Great Patriotic War, which is massively replicated in the West.
The conference provided online participants and interested listeners with the opportunity to learn the opinion of the experts, ask them questions, share the ideas aimed at overcoming the "digital" challenges facing Russia and other countries.
"The opinion of young people in solving this issue is very important," said Deputy Executive Director of the Alexander Gorchakov Public Diplomacy Fund Roman Grishenin, who highly appreciated the role of the Samara region in the organization of such useful and relevant events as the conference "Digital technologies and science diplomacy".
The event was organized by the Samara regional public organization "The World of Youth". The project was implemented within the grant of the Gorchakov Public Diplomacy Fund, with financial support of the Administration of the Samara region Governor, organizational support of Korolev Samara National Research University and Project Office for Digital Development of the Samara Region, in partnership with Information and Analytical Center of Lomonosov Moscow State University.
Representative of the Russian Ministry of Foreign Affairs Maria Zakharova noted that the conference "Digital Technologies and Science Diplomacy" has become a real discussion platform of international level, bringing together many people from different countries of the world, that is very important for the foreign policy agenda of our country.
Victor Soifer, president of Samara National Research University, noted: "The digital world is wonderful, but it has a lot of hoaxes, so we have to be ready to take information critically, to be able to distinguish reliable facts from fictitious ones. Such information hygiene is necessary during the digital transformation, on the threshold of which we are standing».
Dmitry Kamynin, head of the Project Office for Digital Development of the Samara region, noted that a special type of social relations is being actually created. "Information technologies integrate actively into the humanitarian sphere, and now the processes of digital transformation cannot be imagined without the participation of psychologists, sociologists, and diplomats. I hope that the results of the conference "Digital technologies and scientific diplomacy" will reveal the most important and topical issues of perception of information and counteraction to fake information," he said.
